The label tells you what. It never tells you how much.
A list of ingredients is a set of names. It is not a formula, and it has never once settled a purchase, on any bottle in the aisle, this one included.
The order is a ranking. A ranking is not an amount.
Turn any bottle around and the names arrive in an order. The order tells you which one there is more of than the next. It tells you that, and then it stops.
So two bottles can carry the same names in the same order and be two entirely different products. One of them may be four fifths of the first name and a rumour of the rest. The other may be a real division of the whole. The back panel reads identically either way, and reads identically at a price forty dollars apart.
That is not a scandal and nobody is exploiting a loophole. It is simply what a list is. The second column, the one with the numbers in it, was never on the ticket to begin with.
Your arithmetic was never the problem
You have done the arithmetic. Price over ounces, in the aisle, with two bottles in your hands and a difference between them you were trying to justify. The arithmetic was right. It just could not reach the number that decides it, because that number is not printed on either bottle. Per ounce is the wrong unit when nobody says what is in the ounce.
Which leaves an adjective to do the deciding instead. Stronger. Advanced. Maximum. Concentrated. Those are the four bottles under your sink right now, and one of them you stopped using in the second week and never opened again.
Nothing about that was carelessness. You were handed a ticket with one column on it, and you did the best that can be done with one column.
So the decision comes off the label
If the back of the bottle cannot settle it, then nothing you read can settle it, and that includes every word above this line. Which leaves one instrument, and it happens to be the only one that was ever any good: your own scalp, for long enough to see.

There is one set of numbers that can be given without inventing anything, and it is the set that describes what you do rather than what is inside.
A couple of drops, or about a millilitre for a whole head, half that if your hair is short. Onto the scalp and not the hair. On a damp scalp, after you wash it. Two to three minutes of working it in with your fingers. Three to five times a week. That is the entire routine, and there is no second step to it.
Eight oils and a vitamin E, onto the scalp, which is where hair is made. Jojoba is in there because it is close enough to the sebum your skin already makes that the mixture goes in rather than sitting on top. Rosemary and peppermint move blood at the root. Castor and batana are heavy and stay for hours. Coconut goes into the fibre. The vitamin E is not there for your scalp at all; it is there to keep the other eight from turning in the bottle.
None of that is an amount either. It is a reason each name is on the list, which is one step better than the list and still two steps short of what you actually wanted to know.
